Area owner approval is a mandatory stage specifically so the custodian of the zone reviews the excavation before it is authorised. Site-specific service checks can be added as fields on the permit template.
Is closure enforced?
Closure and hand-back is an explicit signed stage by the permit issuer, so an excavation permit cannot lapse silently while a trench remains open.
